Was thinking that since the verifications are back maybe respected prisoners still deserve a bone being thrown their way for supporting the prison.  1% money transfer fees would help out a lot of new players also as their friends will be more willing to send to them to get them started.  Thanks for the consideration.

I definitely think that something taken should be covered up with something, but 1% is a bit too low, nearly non existant unless you decide to shit out 100m to someone..

Id say 5% to inmates outside the same prison you're in, and 3% to the inmates in the same prison?

I think of it this way...Mentors wanted the verification thing back. Give us their 1% money fees in return. Most of them will prolly agree that they dont send money freely to new players. I did send money to at least 90% of all new players when I had the money transfer fee of 1%. Im afraid some of the mentors just use the transfer fee to stock pile their items. Just a little hint as to why I feel like respected players deserve that at the very least...will def get people buying respect if they do a lot of crimes and love keeping stocks of items.

If you look at it that way then yes, im not sure about 'only mentors' wanted the verification thing but im pretty sure youre right on the 1% benefit.. not that i know all the cash transactions they make but im pretty sure there are several mentors who are using it for their own personal benefit through the majority of the time.
