how about:

AZ inmates can hijack a bus back to NJ to beat the shit out of these punks during a riot.... say once a month.

they only got two hours.... after that I suggest they are savagely tasered and wrangled back to AZ, and whoever grabbed the bus suffers in iso for the rest of the night and the whole day after?

Damn good idea and all the other inmates should get like 2hrs iso

AND, they cannot access the market although they could still mug items and raid.

Complete lockdown would just penalize players unnecessarily, but all those involved in fights in NJ would get until midnight in iso (or in infirm....)

aaaaand

instead of a "you're getting too big for NJ" event log, they get a "hey! you freakin made it! Just about 2 hours to loot this place apart!"
