I guess since everyone complains that a lvl 1 who only logs on once wins the lottery and the ammentitie goes to waste it would be nice to make the lottery only accesible to people who are at least 10 days old or maybe a level requirment where you have to be at least lvl 3. That would greatly reduce the chance of a waste of favors which is what the lottery has become.
