and why is that? the government want power or something?

Many of them are from after WWII or the cold war where people were more keen to have American power close at hand... also the Americans paid very good rent (either cash or in other concessions) for the land. It is inevitable that the biggest super power would have bases else where but not on its on soil. Eg. the Russians had bases all over Eastern Europe but no foreign bases on its own soil (not quite the same thing I know but similar)
