My idea is that like in real life, DVD's have age ratings. But here it could be Level ratings. Like the weapon system, you need to be a certain level to use that weapon. Have to be a certain level to put a bootleg in your cell. This will encourage lower level's to level up. I'm not saying to go by the age ratings, just do it so that a Rated 18 Film, is Level 15 or something.

And not a lot, Iron Man is rated 13. that could knock down to 8.

would cause lot's of level squaters to drop the game and the game stops pulling in as much revenue

it's kind of hard to play when you need a cell to train or do anything but need to train to get that,but can't.

so a prisoner,whose age is never mentioned,but has gone to prison for a life sentence(as far as I know)isn't allowed to watch pg-13 movies?
