Send me as much money as you can and then the person that sends me the most money will win 10% more money than they sent me and if you get into 2nd place then you will get 5% more money than you sent me and if you are 3rd place then you get 1% more! Entering Fee: Level 1: $1,000  Level 10: $100,000  and so on.... when at least I get 10 people then we will start the lottery!

Not to rain on your parade, bro, but this isn't going to work. The sending fee itself is 10%, 20% if the sender is in a different prison. So a max payout of 10% more than the person sends just doesn't serve a purpose.
