I have noticed recently that people have been making duplicate accounts and transfering the money to another account.

In order to cut down on this and make it harder this you could introduce a training aspect of the game like a tour of nj that would take about 1hr to complete before you can play the game properly, then have a 24hr restriction before they could send money

There are already automated defenses against multiple accounts that prevent what you just said, the money transfer. They are based on IP's, so the only way to bypass them is to use several different IP's. Its possible, but most people would find that annoying.

my suggestions would make it even more annoying

They arnt really there to make it annoying, its meant to remove the benefitial aspect of multi accounting so that multi'ing isnt benefitial at all.

and u actually lose not benefit cause all ur accounts marked as duplicates will be banned

Not necessarily, at least concerning the automated systems. Banning comes with definate proof.

I have a question, I have several ppl in my office who play this game and we are all on the same server. I know that it will not let us transfer $ or even buy items that they have posted which is fine and were all in diff gangs anyways but this is not something that we will get banned for is it? 

Having multiple people at the same IP is not against the rules. One person with multiple accounts is. Thats why duplicate accounts dont automatically get banned, because there is a definate possibility that it is multiple people and not just one with multiple accounts.
