What about the people like me who uses Joe as a good way to progress and build my character. Without Joe I wouldn't be able to have what I have and be who I am already. Just saying.

i dont think hes gonna make the mug exp crazy, just a little at a time to keep pushing people through the prisons and not sitting at 99% exp

you have more than enough time to mug joe from level 1 to 14, plus events, and 9 favors a day voting

getting to SD now to crime will be more beneficial in the long run than waiting years for the perfect cell, most of the high levels in SD dont have close to a perfect cell

getting joe doesnt have to be a great amount of exp but ultimately non stop farming joe ruins the economy no matter what you do with it. say fo example a wealthy philanthropist gave away a billion dollars, the economy would have inflation because the value of the dollar would drop because we all are wealthy now

Since less people play in the lower prisons why not just reduce the amount of DVD he gives out

You could try not taking 3 days when you do runs and make more money.

Also, Joe is available in all prisons so what is this "without Joe" business?

EDIT: I can't think of any other game where people are incentivised to remain at low levels. Running adds an interesting aspect to the game, but the number of people actually running is ridiculously low, possibly because it's more profitable just to log in and check for joe.
