Just and Idea here, What about giving players the ability to start Gangs or Legions of sorts. Be able to select and approve Gang prospects and such and then it would open more oppurtunity to have Wars within the Prison.
Have avaible to Gangs only such things as
Bribing the Guards & Warden
Bribing the Nurse or Er section for the Good Drugs
Be able to ransack another Gangs members inside their cell
Just and Idea I'm puttin out there.

There should be a restriction to gangs
Creater must be level 5 and costs 100k (60k for gang and the other money goes straight into ur gang)
and maybe a few favors
