I like the settings option, Especially the one where you can get an event if someone in your gang gets attacked

No. Gang administration is more for social uses at the moment.

Later, gangs will give you incentives to attack certain targets (i.e. rival gang members), but I don't want to give people the ability to restrict who attacks who, etc.
