There should be zones in each prison which the gangs fight for.

Eg:

Like Gym which gives bonus to the gang members when training.

Market place gives +1% intrest to the gangs vault/bank.

 

Each gang fights for the spot in wars and can only control one spot in each prison.

Also each gang can only challage another gang for there spot once a day.

 

I can go into more detail if you wish.
