This is correct. We're going to have a vampires vs werewolves thing going on, and we don't want players swapping sides all willy nilly.

Just so you know: The Vampire/Werewolf Elites in the yard will offer you a quest and ask if you want to permanently join. So if you want to swap sides, do so before talking to them and confirming.[/quote]

Will the Phase 1 quests still be available to those who haven't completed them after Phase 2 starts?

Phase 2 pretty much means more quests and areas are unlocked. Same with Phase 3. You could probably start from the very beginning on the last day and get as much out of this event as most people. However, the more effort you put in, the more you'll get out of it.
