4/20 is to do with the time of the day, 4:20pm.

Also relevant to 4:20am if you want, and more recently, thanks to the internet, also relevant to a day to get high, 20th april.

Police code for narcotics is Nora, and 966 is the code for a drug deal.

420 isn't.
