CaissaBriefly, not permanently. It is in the Bible and then in some versions of the Apostles Creed it says 'he descended into hell' others simply say 'he descended to the dead'
I Peter 3:18-20 For Christ also suffered once for sins, the righteous for the unrighteous, to bring you to God. He was put to death in the body but made alive in the Spirit. After being made alive, he went and made proclamation to the imprisoned spirits— to those who were disobedient long ago
And as for God being present in hell, the psalmist says its true, though again, it could be translated as place of the dead, depths, sheol, but some versions of the bible say hell.
Psalm 139
Whither shall I go from thy spirit? or whither shall I flee from thy presence?
If I ascend up into heaven, thou art there: if I make my bed in hell, behold, thou art there.
