This issue has existed for all past events, and didn't seem to be much of a problem. So, sorry, but no plans to fix it at the moment.

in other open yard events we were able to mug people, now you have to attack and then search them

It's interesting to see how digging up Cornucopias is perceived. Keep in mind, they're not meant to be an item that's easy to get. Digging up Cornucopias is something optional to do. For instance, after you've completed the main quest line and you don't feel like creating any more pies or other quest foods for yourself.
