Ok, so just a little idea I had in me head. How about once a month or something, a riot breaks out, much like it may in a real jail. 

This could mean raiding, and stealing would be made easier, or harder depending on what side of the crime you end up on. also it could allow for everyone and anyone to fight, possibly even implementing a mass brawl. I pictured this in my head like a birds eye view of a mess hall or something, with circles or avatars representin each player, and you can move round freely, jumpin in and out of fights. This can also mean a bunch of level ones or twos can all get together and take on a level 10 all at once. 

It could be a planned event, discussed quietly between inmates, so some people out of the loop wont be expecting it, and wont protect their shit, or a public thing. personally i like the idea of it gettin leaked around inmates much like it would in reality. this would encourage users to be more active in the weeks coming up to the riot too.

So yeh, any thoughts? and please, not offensively negative if you're gonna be so.

because it means more use of gangs. if people are in gangs, why not have the ability for an all out gang fight. its not rocket surgery

and there would be an effect on the dificulty level for raiding and stealing. if you actually picture in ya mind how a riot would pan out in a real jail, it just helps give the game a bit of a different and unique quality other than it just feeling like most other mmorpgs. 

Mabee like levels 4-6 fight 10-15 etc and like 10 people in gang fight i 6 people in 1 gang wins 4 in other point would go to 6    and mabee leaderboard for gangs

Gang fights have already been discussed. The point of different prisons, is to have different levels and services. If a level 20, could beat up a level 2 ( you said level 1, not even level 2 can attack level 1. ), that would be kind of stupid, wasn't it?
