Think about it like this. Those 15 tickets could have been used for other cell amenities that do not require random chance and ninjaing to be thrown in. This is especially annoying when you realize their cell is probably completely empty. Hell, they probably dont even have a TV to use the damn thing...

Frustrating or not, everyone who has a favor in hand has the same chance as anyone else to enter and win the lottery. I'm not going to change that because people don't like who's winning.
