Prisoners CAN participate in the Lottery, now the Lotto of course.

Would this be worthwhile implimenting?  Obviously not to receive millions, thousands perhaps.  Maybe add a tax onto it of a ridiculous amount like.. the prisoner keeps 25% or something.
