i agree... this idea makes no sense to me... i don't mind runners not leveling... it is cowards and trolls that don't level that irritates me... i think runners play a key roll in the game and as Foxman stated... create a need for higher exp level players to communicate with players who are new to the game... as long as they mix it up now and then

To address original post: no probably not. There's better ways to try to make runners obsolete than this if we really wanted to.

Brock's suggestions are schizophrenic - earlier he was all "private bus to make it easier for runners" and now he's all "oh make it harder for runners" so I guess it's like the little bear's porridge and right now it's just right!

putting him in iso would be more effective

I would, but I've turned on my blinders to the poor kid. He'd be in iso 24/7 if I tossed him in every time he annoyed me.
