It just rules of the block, Level 1's can only be attacked by other level 1's,, It gives the opportunity to learn the ropes a little without being attacked continuously. Once you level 2 and above everyone is fair game.

1st, anyone in jersey or putnam dat walks around wit a few mill [ like I use to ] better believe they hav the stats to not get caught. So most likely if U do try to mug her (and dehmelius B4 he power trained) you won't catch her.
2nd. In order to hav that much money better believe that person I very well connected. I guess havin a gang banner on ya profile isn't a good enough deterent.
3rd. Nikkiheat is no question the most loved person on prisonblock (nikki & I hav spoke many times and done small business many times & I've told her I luv her & admire her).
4th. A few mill relly aint worth much but to sumone in jersey, putnam or an unestablished person a few mill is prison block lottery rich.
