what do you need mate. Can you upload the picture that you have? The best I can do is to upscale and rasterize the photo, maybe bump up the contrast and apply a sharpening action to the photo; but what you're asking for is some TV or Movie stuff; that shit is almost impossible. I'll take a crack at it; upload and send me the link; we'll discuss a fair payment only if you're satisfied with the results bud.
