Largely because of executive orders, the president as of now is more powerful than he should be, traditionally you're right the executive branch couldn't fuck up or fix major issues but now he can.

The president can end all wars, that would directly improve America's national security and greatly reduce the deficit.

Other reforms would have to be done by congress but that would be a very good start.

Agree with ending wars but there has been plenty of executive orders over the past 100 years. They used to look at what powers were granted to them by the constitution, and now they seem to focus on if the constitution explicitly says if they cannot do it.
