i dont even get half of these on what ya mean need to sedcribe them a little better or redefine them most of them like more money dicscount on what u put them in the market at your own price u decide

training school has been suggested before much the same idea if it was incorporated into the game i think you should have one perk only and be made to stick with whatever you pick

permanent may be easier for admin don't know but good idea none the less and would give the game more scope
