As far as I could tell, mugging is based on speed. Higher speed, better at mugging/avoiding being mugged. Yet after multiple mugging exchanges with someone with 200 less speed than me, it has been constant failed muggings and constantly being mugged. Why can someone with 200 less speed than me do so much better?

Me ~550 speed, them ~350 speed

Stamina might play a small role in it, but other than that its because theres a certain set randomness % - meaning even if you have above someones speed, you might fail a mug. And if you have right below someones speed you still can mug them.

Scratch that, turns out my spies were just WAY off.
