Ya,it's purposefully done like that. As unless u vote,u won't get favors and after getting available favors,we are asked to get more favors by that upgradation links..and there is also warden's office link,which is for turning these favors into cell amenities.Also there is a new link added as "Refer to a friend" which links in to our refferals in "My account" page.And by referring a person,you get 5 favors i think...so it's all purposefully done i think.
