paypal should realize that his recent transactions in the past 2h have all been a scam. they should see that all those payments have a dispute claimed. from that, it should be easy for them to make their decision.

he just told me that he aint sending items he doesnt care if you dispute it

I just talk to paypaland they said they will hold all funds until the seller disputes it in which case he has no ground to walk on! I have at least 3 people that have filed disputes in the last hr and he can be held legally responsible for his actions! I will give each person that wants to file a dispute my cell number when the time comes and make a formal complaint to end all his paypal days!
