The staff will never do this... dupes posting on the forum or shoutbox is one of the main ways they catch them!

Aside from that, I don't see a legitimate good reason to prevent an actual new player from interacting with the community if he/she chooses. What we like is new players rather than dupes.

I think this will stop a few dupes in making a new profile after getting banned and start posting shit in the forum right away.
