State side in the nineties we had that same problem. I think it still goes on but it's not news anymore unless someone gets killed. The other part of the problem is it has to due with old planes. The Boeing B727-200 Advanced, B747s, B737s, Lockheed L-1011s, DC-10s DC-9s, Airbus A300-B4s, and anything over 20 years old were all suspected, but since 9/11 a lot of theses aircrafts have been taken out of service. But most of the time it was in the form of blue chunks since plane lavs use that blue chemical stuff.

Is that place near a cattle or horse hauling airbase. They have thoses in South America were live stock are transported by aircraft. The cargo holds tend to get messy and can leak. It was an article in Airways a few years back about Bolvia air transport.

Plane toilets may indeed make a bit of a racket as they're flushed (as if it actually was a hole in the plane) but no.. they do not just drop down all the shit on whatever town they might be flying over at the time. You don't drive down the road behind a mini-bus to all of a sudden have to swerve to avoid a splatter after someone flushed the on-board toilet. Same principal with planes. They have a container which is emptied/disposed of after landing.

That reminds me of the story when Dave Matthews Band where driving through Chicago and they were running behind. So instead of holding the waste to a stopping point and letting it out like normal, the bus driver ejected while on a bridge into the Chicago River. There were tourist taking a boat tour at the time just approaching the bridge and they got covered in all the waste.
