Have a competition... If he wins them he wins them if he doesn't tough shit I didn't get my 30keds back after I was scammed I'm pretty sure there's tons of other people that didn't get them back.

im not really sure of the situation but id say give him half back and the other half to the noobs...half is a good penalty, from what ive heard he never actually scammed anyone but was trying to and then he did get scammed
