hold up if there is a new weapon for each prison that means that prisoners already in az only get one as nj gets all 3 with favors moving from prison to prison and putnam get only 2

I like this idea a lot but having a halo gun in a prison would seem a little crazy as you wouldn't see a weapon like this in a real prison. But, it's just a game so anything could happen really. It would be cool though.
