i think it's inside the block cake, but once you dug it out you have to find the air compressor to blow it up. then find this guy down in the dungeon, he'll make it into the part you need.

i think it's totally random, but didn't pay that much attention.

sure the balloons are available too, probably just as hard to get as rings were at the start of the last event. mu'll adjust if he needs to
