I felt it was cheap to use those items in the Warehouse. When I jumped in last time, I had stuff equipped than anyone else could get (and I got my ass beat for it).

Probably not. I still feel it's cheap. Those items only exist so I can roam the inter-prison yards (like the Olympic Stadium) without getting my face stomped.

Same as last time, the divisions will change depending on who signs up. The system does its best to divide inmates into level brackets as evenly as possible.
