Nope Al Qa'idah was created by a man named Abdullah Azzam ... The usa used Pakistan and CIA agents to train afghan nationals who later became what's called the Northern Alliance who fought (and lost) against the Taliban, Osama, and Mullah Omar never received anything from the USA directly, Osama had his own money, and he donated a lot of it to the Taliban. Besides during the USSR war there wasn't really an "Al Qa'idah" or a "Taliban" they were a group of fighters spread out, when the war was over they grouped up.

Now you'll see all the Afghan Army, Police who are in power now after the invasion are basically all former Northern Alliance. This is an important distinction to be made.
