I honestly think that they needed to scramble the story a bit so Feds possibly didn't get involved. I mean seriously, think about it. If an entire county including Sheriff's and City P.D.'s got involved in this especially in the questioning of every person with Kansas plates for a possible crime, well their asses could be in a serious sling.
Though if everyone is in agreement that "well, it didn't happen like that" or like in the story "we just can't remember what happened", then that throws a possible charge out the window.
