how can you judge who is the better runner? it would be only opinion based so wouldn't work very well.

by the ammount of speed so you know once you send the money over and someone see's the ammount and tries to mug them then you know the money is safe

i suppose it could be worked out on how frequently they move prisons and how many items they carry?

even if it was there top speed they could always be a scammer so you never know
