Perhaps vault or safety deposit boxes for rent and acquirable safes for the cell that can safeguard items from raids and mugs. It could hold increased amount of cash as well items/drugs.
also small side note. how about connections outside of jail. I'd like to see items and drugs smuggled in not available through the market. Maybe setup with risks similar to crimes?
