I think babycake is the fastest among all we runners, Bybloon was even faster then her, but he left soon, his base speed stats was around 11+k

I know about level 3, License2Kill is the fastest amoung all lvl 3

There is a way, which i mention earlier, which is BASE SPEED, and Bybloon had 11.5k base speed
