I'm new to this game and the first thing i look for is for some way of communication on a game besides the "MAIL"

i honestly think a chat room will come in handy not only to promote stuff that you might want to sell or to get people to start a gang but also to get to know more people on this game. If anyone agrees with me that this game does need a chat room just leave a comment and your opinion I'm sure if the programmers really care about US the players they should try their best to satisfy us!
