Spice is closed for now as far as I know.

JoeinBelize is excellent, 500 eds a piece, try talking with him.

Nulltag is also good, not sure if he still does them anymore though.

NoFuture is another good one.

Sandin is also another good one.

Mrbli is good 2.

They would be your best choices, all these are the best on the block at graphics so Any of them could make whatever your looking for.

MrBli's stuff is dope! I don't do animated stuff, but if you want something custom and clean, here are some samples:

(I have about a 3 day waiting period right now, just finishing up a couple more banners and got real life clients to deal with, as well)
