you have to be able to travel to putnam first....but all you do is deliver items to someone to sum it up

Hit lvl 5 and you will be able to start running from NJ to putnam

I see thanks. Btw how come i see level 7s in new jersey and is there any benefit to being a level 7 in new jersey?

They will be sent to putnam at the end of the day. And the only benefit is getting some extra training in NJ or getting one last run in.
