If I were to use a pass it would only be for financial gain (cheap ass NJ prices)-- and I think that's the main reason most people would like to go back to old prisons, so I would suggest you can only use the pass maybe 2 times per month but can buy whatever you want. There deff should be a cap on how many uses a month you can get either way though, because it's something that could easily be abused.

I feel like I left NJ too soon and my EXP is getting high in Putnam DX would be cool knowing the change isn't so permanent.

Question is though should lower levels be able to get a day pass to prisons they're normally can't get into? At their own discretion of course. (Although I can't see the real benefits; except maybe running away from someone!)
