how can the people not afford the real deal when they decided to buy the whole console?

if you create a device, you should give others who bought it the permission to use pretty much whatever they want on it, not lock it and force them to buy everything from your virtual store only so that you can make more money.. greed i tell ya

and fyi: most people use the ps3 in both ways, through homebrew and reg games
