The only way you'll be banned is if your paypal/bank account doesn't actually have the money to pay for the favors. There's a lag between the payment, which helps people get free (or for the most part anyways) favors. But once the payment isn't actually received is when your account is banned. As for getting your account unbanned, I have no clue how that works. I guess once you pay back the money, that seems to be the logical answer.
