I cnt complain iv came 2nd in it before, but the lotto shud be for each seperate prison

He could do that, but the prizes would be more like a wooden chair or maybe a Taylor West CD. Think about it, same amount of favors over all, but now spread out over 5 prisons. Gotta keep the economy somewhat stable so the rare items in the lottery would have to be severely down graded.
