NJ people have more strength so the lottery will go in their favor just based on their numbers

You REALLY need to try searching before posting, this topic has been replied to more than once already, from memory i believe Mu was considering an adjustment so that players had to achieve Lvl 2 or 3 to be entitled to enter lottery this would reduce greatly the number of 'inactive' players winning. As already stated here the vast majority of players in PrisonBlock reside in NJ therefore probability dictates you are always more likely to see winners from there.
