 I can give a bunch of good ideas why Mufasa would reject this.1.That means it takes up hours of the time he has to do other shit that people suggest, which is already something like 12 hours a day!2.Changing it to 1 person a month means snipers can be on all damn day every last day of each month mashing f5 until it gets updated to just make sure nobody that deserves it EVER gets that advantage.3.There's already presets for your cell that you make.Which means you come up with something to make the best out of whatever the fuck you're doing, save it, then switch to it before you do it..4.It would mean he has a shitload of orders coming in which he won't have enough time to do, giving people reasons to throw millions of laywers at him for refunds that he stated already that he does NOT give!5. It would mean that the people controlling the prisons get even more out of spending cash on the game.They get more stats for workouts, they always kill everyone, and they get more funding from crimes to spend on more items they'll use to have more control! should be enough reasons.Not to be mean or anything but if it did come into play I can't see it being anything anyone would have spare time to work on stuff after people buy it.
