it IS in fact possible, I've done it. But if you guys are saying you've NEVER done it, I'll have to look into tweaking the chances.

*edit* just double-checked, there's a 7% chance, more than sufficient. Just remember, the amenity MUST be IN their cell, it can't just be one they own.

*edit2* I did notice something that could cause you not to get an amenity. There's a dupe detection that was a bit too broad. Removing it might help. Just don't cry to me when shit starts vanishing from your cell.
