It's relevant, the whole first page is a look at the more memorable raids of /b/.

kick drums are often a very bass heavy sound, and as the gameboy has no subwoofers it could not effectivly replicate the souund of a kickdrum. Adding a 128bpm kickdrum would make this track very creepy indeed.

I think you're missing the point to the story, it's meant to creep you out. There's been several stories and theories surrounding lavender town and the original pokemon games in general. There's an older story that states kids who played the original game in Japan upon spending a few minutes in Lavender town would go crazy and that before they released the game in th U.S. they changed the music in it, this story is thought to be the predecessor to all pokemon creepypasta and this guy just built on that idea. So the missing notes were the mythical notes that caused people to go insane/die.
