I think this is just a way for ppl to go back and do events in the lower prisons where it is much easier and make a huge profit from the quest items and amens...and also it allows them to find Joe easier....just wanted to throw my 2 cents in

+1 and the fact that they arent new players means they have a jump on people in NJ SQ etc when it comes to doing all that stuff.
