I think the current system is fine, once the new prisons open then there will be a chance to strive for those top 25 spots again

I think the top 25 in all jails should be by level from the highest down. For instance 1=the best at lvl 31 - the best at lvl 9 in AZ. Like instead of 7 at lvl 27 it should just be the best then so on and so forth!
